Very very very Slow download speeds.

Hi, I've raised this issue before, here in the UK I'm currently getting download speeds for ZIP  files of the latest folios of about 20Kilobits/s on an Internet connection that I know is currently running this evening at about 60Megabits/s - which means that to download "Pavone" (19.67 MB) is going to take about 20 minutes instead of 10 seconds. For "Fullmoonritual" (349.65MB) I'm getting about 80KB/s which is going to take over an hour to download instead of perhaps 20 seconds. That's 1980's dial-up speeds. Can anything be done about this?
